Enrollment Spreadsheet Upload Not Working

Symptoms

 On : 11.1.10.0.0 version, Manage Benefits

When attempting to Upload Benefit Enrollments, the following error occurs.

ERROR

Person Number :XXXXX Participant Name :XXXXX Enrollment Type :Participant Enrollment. Error message :Invalid Person -- Check Person Number, Last and First names for the participant as of effective date
2015-01-01 Error line Id :300000000000000

STEPS

The issue can be reproduced at will with the following steps:
Navigator>Benefits>Evaluation and reporting > Enrollment Uploads> PrepareEnrollment Batch in workbook > Enter all the enrollment details >
Upload the spreadsheet and run Upload Benefit Enrollments process
