Cannot Create Any New Hires For France Legislation (Doc ID 2077587.1)

When attempting to add a new hire, the following error occurs on the approval notification.

Error message: faultName: {{}ServiceException} messageType: {{}ServiceException} parts: {{ ServiceErrorMessage=<tns:ServiceErrorMessage xmlns:tns="" xmlns:xsi=""><tns:code>29000</tns:code><tns:message>JBO-29000: Unexpected exception caught: java.lang.NullPointerException, msg=null</tns:message><tns:severity>SEVERITY_ERROR</tns:severity><tns:detail xsi:type="tns:ServiceErrorMessage"><tns:severity>SEVERITY_ERROR</tns:severity><tns:exceptionClassName>java.lang.NullPointerException</tns:exceptionClassName></tns:detail><tns:exceptionClassName>oracle.jbo.JboException</tns:exceptionClassName></tns:ServiceErrorMessage>} cause: {null}

The issue can be reproduced at will with the following steps:
1. Navigator > New hire
2. After submitting the transaction, the above error occurs on the approval notification.
