For Requisition Approval Workflow and expense approvals, next reviewer is not getting a notification that an action is required.
Administrators have updated the routing. Routing is now based on Supervisory Hierarchy. 

User's expect the next reviewer, user2, should receive notifications that action is required.The issue can be reproduced at will with the following steps:
