Problem Assigning Line Managers

Goal

 
Client has an employee A that reports to an employee B. Client created both employees in the application, but when client tried to assign employee B as a Line Manager of employee A, the system doesn't allow it.
After testing client realized this only happens because employee B's hire date is after employee A's hire date. Since this happens, the name of employee B doesn't appear in the list of names of people eligible to being line managers of employee A.

This, however, should be allowed. Could you please see what is going on?
