Global Transfers Fail With Home And Work Address Error (Doc ID 2078435.1)

When attempting to perform Global Transfer for person, the following workflow error occurs.

The issue can be reproduced at will with the following steps:
1. Navigator > Person Management > Search for Person
2. Manage Employment > Edit > Update
3. Enter Effective Start Date Action "Global Transfer"
5. Select Assignment Status "Inactive - Payroll Eligible"
6. Review Identification details > Next
7. Review Person Information > Next
8. Enter updated Employment information > Next
9. Review Roles > Next
10. Review > Submit
11. Workflow error
