Lead-Reject via File Import - not working properly

As part of the client requirement, we are setting up a schedule File Import of Leads via Webcenter.

Some Leads have to be REJECTED during this import.
The Issue is:
 - while the REJECT flag is changing as expected via the Import,
 - the Owner is still associated to the Lead and
 - The Lead still appears in the Owner's List
 - hence the Reject Functionality is not being achieved as expected.
