'Primary Worksheet Manager' not showing/appearing after the 'Start Workforce Compensation Process' is completed.

Logfile shows

Missing Manager Relationship. Primary Hierarchy.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Workforce Compensation > Run Batch Process > Run Start Workforce Compensation
