Unable To View Icons In Offline Mode - Mobile Device

Information in this document applies to any platform.
A user is trying to use mobile sales cloud with or without encryption in offline mode. After logging into offline mode, there are no icons (objects) displayed in the UI. Everything is just blank. They may also find that some of the icons show, but not all.
