Oracle Fusion BI Publisher: Cloud Customer cannot print to an on-premise printer due to: Error deliver document to printer errors (Doc ID 2080942.1)

Symptoms

You have setup an on-site printer that meets Oracle Cloud requirements as per document ID 1964157.1. However, when you try to print using the Oracle BI Publisher Report Job, it fails with a similar error:

Document delivery failed
[INSTANCE_ID=xxxxxxxx.usdc2.oraclecloud.com.1446887176789]
[DELIVERY_ID=1002]Error deliver document to printer::Exception happened when calling deliver API::Error deliver document to printer::Exception happened when calling deliver API::oracle.xdo.delivery.DeliveryException:
oracle.xdo.delivery.DeliveryException: java.net.ConnectException: Connection timed outoracle.xdo.service.delivery.DeliveryException: oracle.xdo.delivery.DeliveryException: oracle.xdo.deliver
