Cannot Close AR Period, Still Period Pending To Close

Symptoms

On Oracle Fusion, 11.1.9.2.0 version, cannot close Period 11-2015 and 12-2015

EXPECTED BEHAVIOR

Able to close periods


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to General Accounting > Period Close
2. Review the Receivables option and observed period is pending to close
