User Account Is Not Getting Created For Supplier Contacts

On Fusion Applications 11.1.10,
Find the Supplier Contact User Account Request Status stuck in Processing.
-- Expected Behavior
Expect after approval, the user account should be created in OIM.
This is the first time testing in Release 10 pod.
The issue can be reproduced at will with the following steps.
1. Create Supplier using spend authorized url for supplier portal
2. Route for approval
