Non Coherent Help Text Of Primary Contact Lookup In Account Create And Edit Screen / UI

User added on the lookup Primary Contact a Help Text.
User have the actual behavior on Create Account screen, when we click on field Primary Contact, the help text do not show up.
However, when just passing the mouse without clicking the help text appears differently from the behavior when the user is on the Detail Account screen with the help text appearing correctly.

Need to have a consistent and unified behavior between Creation and Edit layouts.
The requirement is to align the behavior of help text of the Create screen to the one on Detail/Edit screen.
