Ordering a Payroll Cycle Task Sequence (Doc ID 2083140.1)

Symptoms

On : 11.1.10.0.0 version, Global Payroll

ACTUAL BEHAVIOR
---------------
After creating a payroll flow customization and adding the ADP tasks as part of the flow, the ADP task should appear at the bottom of the flow.
The customer rearranged the task sequence based on that but it is not reflecting when this flow is used.

EXPECTED BEHAVIOR

ADP task should appear at the bottom of the flow

STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Navigator->Payroll->Checklist->Manage flow patterns
2. Create a copy of the seeded US simplified payroll cycle
3. Click on create to add the ADP tax files->search for the task and click on done
4. Select the task sequence tab and arrange the task as per your need
5. While running payroll using this flow, ADP tasks appearing at the top (which is wrong)
