Why are we not able to pay any invoices with that have Withholding Tax applied? (Doc ID 2084668.1)

Goal

When trying to pay any AP invoice in the system with a manual payment or by using the 'Pay in Full' functionality' from the invoices screen, why can we not save the payment?
The system is instead showing the following message:

"Document payable failed because its parent payment failed. Payment service level is required. Payment delivery channel is required."
