Oracle Fusion Performance Management : Evaluated By Manager Changes On Transferred COMPLETE Performance Document (Doc ID 2085763.1)

Goal

When a manager or HR Administrator transfers a COMPLETED performance document to another manager, the “Evaluated by” name on the Performance Document changes to the new manager’s name. believe this should remain the original manager who completed the evaluation and NOT change to the new manager. It should only change to the new manager if the new manager reopens the document and resubmits it. I can see where this would make sense when a performance document IN PROGRESS is transferred to a new manager, who then is responsible for completing and submitting it.

Is this a bug or a feature?
