On : Mos Cloud Portal, 15.4

When attempting to log an SR for Oracle Responsys Marketing Platform Cloud Service
the following error occurs.

<If you have purchased Cloud Services for this product use the "Switch
to My Oracle Support" link in the page header and a log a "Contact Us"
Serivce Request through that site>>

The issue can be reproduced at will with the following steps:
1. Log into My Oracle Support Cloud Portal
2. Press Create SR button
3. Get error in Problem Description panel, unable to proceed further

The issue has the following business impact:
Due to this issue, users cannot log Technical SRs for Oracle Responsys Marketing Platform Cloud Service
