In Release 10 The UI Notifications Always Show Unread (Doc ID 2086566.1)

On : version, Activity Management

The notifications will remain showing unread even after click on the notifications icon

After clicking on the notifications button the notifications should be marked as read and the icon should not display any other number

The issue can be reproduced at will with the following steps:
1. login to OSC
2. in the top right of the screen you will see the bell icon with a number on it
3. after you click the bell icon
4. you will verify that the number will remain even after you click somewhere else on the screen, it will also remain if you log out and log in again

The issue has the following business impact:
Due to this issue, users see that they always have notification messages even after they read it
