LOV for selecting Business unit is blank, need BU to complete Bank Account configuration

The LOV should reflect the Business Units

The issue can be reproduced at will with the following steps:
1. Oracle Fusion Payables
2. Setup
3. Manage Bank Relationships

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot complete the setup required for Bank Relationships
