R10 Transfer Performance Document - Manager Can't Access Completed Documents (Doc ID 2087357.1)

In Release 10, when a manager needs to transfer performance documents on an employee to a different manager, only the “In Progress” documents result in the search function. Why can’t the manager transfer completed ones? Is the ability to transfer completed performance documents only allowed to be done by an HR Administrator? If the employee transfers in the system to the new manager, the new manager will see the completed reviews with a status of Not Evaluated, but when the performance document name is clicked on, a blank page results with no content from the performance document at all. So the completed document has to be transferred fully manually – unfortunately, not by the sending manager.

Is this simply a “feature” or is there some setting that can allow a manager to transfer both completed and in progress performance documents to a different manager?
