ACTUAL BEHAVIOR

When adding the new hires, the relationship is not being created.

EXPECTED BEHAVIOR

Expect system to create Benefit Relationship when hiring new employees through UI

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Workforce Management > New Person > Hire an Employee
