PARTNERADMIN Is Unable to Add New Partner User to Company Instance as the Add New Partner User Window Does Not Load as Expected

After creating a new partner user in OIM and successfully provisioning, when logging into Unifier as PARTNERADMIN administator to finish the process (User Administration > Partner Users > New), the New window doesn't load successfully
Error: Access to [uifier url] was denied. You do not have authorization to view this page
The Unifier Window should load as expected to allow the newly provisioned partner users to be added to the owner company instance.
