Bell Icon For Notification Is Not Updated When The Notification Arrives

Symptoms

A user is not able to see the bell icon highlighted even though the notification appears in his work list and the workflow notification mode has been set to ALL.


EXPECTED BEHAVIOR
User should be able to see bell icon notifications for his assigned tasks.


The issue can be reproduced at will with the following steps:
