Symptoms

 JCS provisioning using a RAC database may fail intermittently with following errors:


 <JCS-ERR-20023> Failed to create RCU schemas.
 Verify Database connectivity to <connect-string> with <username> and make  sure the Database has enough available space>.
 RCU-6131:Error while trying to connect to database.
