Fusion Absence Management: Absence Type "Sick Leave" Available Only for Administrator

User has a requirement to allow Absence Type "Sick Leave" only by Administrator. This leave should not be applied by employees and their manager. Administrator uses time card to apply absence. The issue is administrator is not able to apply leave through time card on behalf of employee until the "Enable employees update" check box is selected at absence type level. User doesn't want to enable this leave for employees to access.
