Simplified Lead Not Assigning To Correct Regional Territory (Doc ID 2093562.1)

Symptoms

When creating a simplified lead, leads are not assigning to the correct territory when loaded with just an address and no account or contact. In R9, only the zip code and address are needed to ensure the lead gets routed to the appropriate territory.

In R10, leads with an Account or Contact work fine and assign to the correct territory, but the simplified/address only leads do not.
