Symptoms
On Oracle Fusion, 11.1.10.0.0 version, When trying to upload vertex file, the following error occurs:

Creating Tax Zone Type: US_ZONE_TYPE_Vertex.
Status returned by HZ_GEOGRAPHY_STRUCTURE_PUB.create_zone_type: E, and message: The foreign key value geography_type is invalid. Enter column geography_type value from table hz_geography_types_b.

STEPS

The issue can be reproduced at will with the following steps:
1. On Navigator
2. Go to Scheduling Processes
3. Run Import Tax configuration content.
4. Reviewed the logs and observed the error described appears
