Manager Cannot Search For Performance Document For Employee

Some of the employees completed their performance document and they were moved to new local business unit.. Now the manager cannot view their performance documents.. When running BI report, the employees shows that they have completed the performance document.
It shows as old assignment number is the one that has the completed/in progress performance document. Manager cannot search/view the performance document now. HRIS can search for the employee and selecting the "Terminated" account to view the old performance document.. BUT when the manager clicked on "Show Terminated assignment" they cannot see any records. The employees were assigned with new assignment number and thus the managers cannot view the performance document that was created by their employees.
The manager cannot view performance document for an employee who has inactive/terminated assignment status.. Only the HR specialist were able to view the performance document for the inactive assignment employees performance documents. If the "inactive assignment status performance document " can be transferred to the manager and they be able to view it?
