Symptoms

ACTUAL BEHAVIOR
---------------
Cost Account IDs and Cost Accounts columns display commas when there are empty cost account assignments to resources and the Group Bands display duplicates.


EXPECTED BEHAVIOR
-----------------------
For all activities assigned to the same cost account to be listed in one grouping band and for commas to not display in columns for empty cost account assignments.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.  Add Activity with 4 Resources and 2 different Cost Accounts
2.  Remove the cost account from the 2nd and 3rd resource assignments and the comma is still displayed indicating an empty cost account.
3.  Group & Sort by Cost Account IDs or Cost Accounts to see they are duplicated.


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot get the cost accounts to display properly when grouping by cost accounts.
