Territory import is not reflecting any changes

--Trying to import territory.
Steps to replicate
Export territory file
Modify the .csv( add few members and remove few members)
Upload the file and start import
Wait for import to finish
Import completed successfully

Deleted members are still present in the territory.
Newly added members are not addded
