TCC: Attachments Not Visible to Candidate Are Not Exported (Doc ID 2095557.1)

Symptoms

TCC export of Candidate attachments are missing those not seen by Candidate in Career Section.  

For example, in Career Section the Candidate can see attachments '1' but in Recruiting attachments '1' and '2' are present for the Candidate.  The TCC export incorrectly does not include '2'.
