Fusion Payroll: Not Able to Create Payroll Via Manage Payroll Definitions with Offset Details Selected as Fixed (Doc ID 2096483.1)

Symptoms

On : 11.1.10.0.0 version, Global Payroll

When attempting to create Payroll through Manage Payroll Definitions with Offset details selected as Fixed,
the following error occurs.

ERROR
-----------------------
Setup entities without a LegislativeDataGroupId or a LegislationCode must be entered by Oracle developers using the GENERIC mode.
If you are not an Oracle developer, work in USER mode and include a legislative data group ID in all of your payroll startup entities. Only Oracle developers managing predefined entities for core payroll are eligible to use GENERIC mode. Localization developers use STARTUP mode to include a legislation code in their setup entities.

3. Manage Payroll Definitions
4. Create Payroll Offsets
