When loading employees via spreadsheet loader the person number is generated automatically and it gets loaded correctly.
When the employee is created from New Person - then the Person Number is manually enterable and mandatory. But when a user is created from Manage Users task - the employee is getting created with an automatic number. Manage Users does not have the option to give the person number.
This is incorrect as this will result in wrong employee number if any user goes via this navigation to create users and employees.
Either manage User's access should be removed or system should give an error that User cannot be created from this page.
