Duplicate Resolution - Cannot merge as Master record cannot be determined

We are getting a new error message for merge requests that have been requested (new requests).

Rejection Reason = "You cannot merge the records because the master record cannot be determined".

This is happening even though the master record is selected and ticked. What does the error mean?
