Symptoms

On : 11.1.10.0.0 version, Partner Management

When attempting to import batch for Partner Contact Object to create the user record for Partner Contact,
the following error occurs.

ERROR

1,300000002201590,300000002201594,ERROR,"The reference to the party is invalid, or the party does not exist. Details: The party must exist either in the import batch or in the registry. Ensure you have provided a valid reference to the party.",


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Partner using FBDI
2. Import Partner Contact (Primary)
3. Activate the Partner (which is done through File based import). It shows errors but show partner is active
4. Run partner contact import to create user
