Significance Of "Registration Information" In Legal Entity Page

Information in this document applies to any platform.
While creating "Legal Entity", have a "Registration Information" tab populated dynamically based on the "Country" Selected".
If you select Country as "US", then we have two Fields "EIN or TIN" and "Legal Reporting Unit Registration Number".
If you select Country as "Spain", then we have two Fields "NIF" and "CUIT".
would like to know:
1) What are the significance of these two Fields. (in the "Registration Information" Section of Legal Entity?
2) Can you leave that details Blank or pass "Dummy Values"?
