AP_INVALID_SWEEP_PERIOD Error When Trying to Close Month End

On : version, Manage Accounts Payable Balances-Close Payables Period

When attempting to close the accounting period and run the Sweep Ess Job
the following error occurs.

The issue can be reproduced at will with the following steps:
1. Manage Accounts Payable Balances-Close Payables Period/Manage Payables Accounting Periods
2. Run Sweep ESS job
3. Get Error

The issue has the following business impact:
Due to this issue, users cannot close month end.
