Unable to install Sales cloud plugin

Customer is unable to update the sales cloud plugin for a user. He keeps getting a error message that there is another version installed and to go to add/remove programs to remove it before installing the updated version. OSC for Outlook Program is not available in Add/Remove Programs.

There was a per machine install that customer removed from the registry and the Appdata\roaming folder no longer contains a "Oracle" folder. But yet he continues to get an error when installing 3.06.19 version


Windows Installer Error: Another version of this product is already installed. Installation of this version cannot continue. To configure or remove the existing version of this product, use Add/Remove Programs on the Control Panel.

The issue can be reproduced at will with the following steps:
1. Remove folder from registry
