Ability to Restrict Managers from Editing in a Goal Plan that They Have Access to

The current product is insufficient because it does not allow you to release a goal plan that managers can add to, while restricting them from making any edits on the pre-defined goals (that had been released when the goal plan came out). This is a critical functionality as we want to use the goal plan design, but cannot have managers touching these predefined corporate goals.

Users would like to:
1. Release a goal plan that gives access to 'HR Specialists, Managers, and Workers.'
2. Set 3-4 goals in the goal plan that are to be set and should not be edited in content or in weight by the manager or worker. Other goals can be added to the goal plan after it has been assigned to manager, but they cannot touch pre-set goals and they cannot change the weights of the pre-set goals.
We propose there be an added option on the third train stop of the goal plan creation page. When you add a goal during goal plan creation, you already have the option to make the goal NOT editable by workers. We would like another option to make a goal NOT editable by managers. If we can get this functionality, we would be able to significantly reduce the other efforts and system errors appearing in the other design options.
