Error: "Cannot Change the Status of Phase Since the Project Schedule Is Phase Gated. Please Use the Close/Re-Open Phase Buttons" When Adding Activity Using Insert Key / Quick Edit

Symptoms

When attempting to add and save a top-level activity using the "Insert" key or quick edit, the following error occurs.

ERROR
-----------------------
Cannot change the status of phase since the project schedule is phase gated. Please use the Close/Re-open phase buttons.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Instantis EnterpriseTrack.
2. Navigate to Projects list, open a project and show the roadmap.
3. High-light a phase entry, for e.g. "Define", press the "Insert" key, a task entry will be added to the roadmap as a top-level task, try to save it.
