Issue Notification Emails Not Being Sent in Instantis EnterpriseTrack (Doc ID 2104491.1)

Issue Notification emails are not being sent to the designated recipients

The issue can be reproduced at will with the following steps:
1. Log into Instantis EnterpriseTrack as an Administrator
  a. Locate a Team Member, Project Manager, Project Coordinator, and another Team Member
  b. Change all of the above mentioned users emails to an email that can be received via testing for Issue Notifications
2. Log out of Instantis EnterpriseTrack
3. Log into Instantis EnterpriseTrack as the designated Team Member
  a. Navigate to a Project that has all the users
  b. Navigate to the Project Issues page
  c. Create a New Issue and make the Team Member the Owner of the Issue
3. Issue Assignment Email should be sent to the Owner and Project Manager per Issue Assignment Notification settings
  a. Issue Assignment Email is not sent
4. Upon change of the Status or Owner neither the Issue Status Change or Issue Owner Change Notification emails are sent
