Issue With Assignment Number When Creating New Element Entries (Doc ID 2104780.1)

Symptoms

On : 11.1.9.2.0 version, Global Payroll

When attempting to add element entry for a converted contingent worker
the following error occurs.

ERROR
-----------------------
"The attribute EffectiveStartDate must be earlier than or equal to the attribute EffectiveEndDate

The element entry identifier is invalid, because it does not exist in PAY_ELEMENT_ENTRIES_F
The element entry usage cannot be created for an invalid element entry

The end date must be later than or equal to the start date for the entry usage

The attribute start date must be earlier than or equal to the attribute end date"


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. After converting a contingent worker to an employee, we seem to run in to an issue when adding new element entries.
When creating a new element entry, at the beginning of the process, we have to choose the assignment number that it applies to however when we click continue, it reverts back to an old assignment number.
This then results in multiple errors.
There does not seem be any pattern on which records this happens too.
Some work fine and some don't.
This is occurring in R9 and R10.
