After P4FA Update All Non-Admin Roles Are Unable To Modify Records Unless They Are "on The Team"

After P4FA update all non-Admin roles are unable to modify records unless they are "on the team"  

The "the latest approved Technology (P4FA) Update and the latest BI Update" was applied to our production environment (CBAF) this weekend, and now, none of our non-Admin roles can edit records, or create new activities, unless they are "on the team" for a given Account or Contact record.

Prior to the P4FA, the system was configured so that all user had the ability to modify (and create new activities) for all Account and Contact records.

This has created a complete work stop across all non-Admin users, because they are unable to document calls (via new Tasks), or create new meetings (via new Appointments).

The UI should have fields editable like before the environment got patched.

The issue can be reproduced at will with the following steps:
1. Login to Oracle Sales Cloud as the affected user
2. Navigate to Contacts tile.
3. Search for Contact which doesn't have the logged in user as part of the team
4. Try to see if the contact can be updated.

Due to this issue, users cannot edit any contacts.
