Migrated Court Order Arrears Not Being Taken (Doc ID 2105684.1)

Symptoms

ACTUAL BEHAVIOR
---------------
After migrating the Court Order Arrears balance value as, the value is not taken by the AEO Court Order when the employee has sufficient monies to make the deduction and the arrears.

Have been able to make the employee reduce their earnings to a level that means they have more arrears added to the same balance and this seems to feed all the same dimensions but when the employee has enough money next period, only the Quickpay created Arrears are taken.

Please advise why the migrated value is being ignored.
Am I migrating to the correct balance dimension with the correct values or is there some other problem?

The issue can be reproduced at will with the following steps:

Migrated value to “AEO Priority Arrears” Balance (Attachable of Earnings Order Priority Arrears)
The Court Order has been setup as follows:
Description: Court Orders and Student Loans Deductions Card
Effective As-of Date: 08/02/2016 (February 8)

Payee For Order Amount: Default External Payee
Attachment of Earnings Priority>Frequency: Monthly
Forcing the Employee to go into arrears in February by reducing their pay to zero we get an additional £100 added to their Arrears:
Inception to Date = 199.99
Other Dimensions = 100.00

Moving onto the next period with enough money to take back the full arrears it only takes what was calculated, not what was migrated:
Inception to Date = 99.99
Other Dimensions = -100.00

Moved on yet another period and still won’t take the 99.99 but did take the normal deduction:
Inception to Date = 99.99
Other Dimensions = 0.00
