Symptoms

On : 11.1.10.0.0 version, HCM Data Loader

Local name cannot be corrected via HDL

While performing a correct action on local name for a specific employee via the HDL process I received the following error from the program:
  You must enter a valid value for the PersonName Local row, CharSetContext field.

The same file has been used to perform an update action (insert new effective row into name data model) and it worked perfectly fine. no error with CharSetContext.
The new row was properly inserted in name data model for the specific employee.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Load a new worker through HDL
2. Correct Local Name for the existing worker using HDL
