Offer Letter PDF Not Generated or Blank in Onboarding (Transitions) E-Offer Process (Doc ID 2106239.1)

Symptoms

1. Offer Letter PDF is not generated when using the electronic offer (E-Offer) process in OnBoarding (Transitions)

2. Intermittent issue where the offer is accepted by the candidate in Transitions, but the Step/Status of the candidate in the job submission is not updated, history does not reflect the offer as Accepted, and E-Offer PDF is not created

3. E-Offer System Task is automatically cancelled and CSW status is not updated in the candidate submission

4. E-Offer PDF is blank, the letter content is not visible.
