Fusion Mobile Expenses Erroring: Alert: Connecting To The Server Failed (Doc ID 2106277.1)

Symptoms

Users are occasionally getting the following error when trying to upload or
 submit an expense item or report from the mobile application. These users
 have been able to submit expense items from the mobile application in the
 past.
 

 javax.faces.el.EvaluationException: oracle.jbo.JboException:  at
 org.apache.myfaces.trinidadinternal.taglib.util.MethodExpressionMethodBinding.
 invoke(MethodExpressionMethodBinding.java:58)  at
 org.apache.myfaces.trinidad.component.UIXComponentBase.broadcastToMethodBindin  g(UIXComponentBase.java:1494)  at
 org.apache.myfaces.trinidad.component.UIXCommand.broadcast(UIXCommand.java:183  )  at
 oracle.adf.view.rich.component.fragment.ContextSwitchingComponent$1.run(Contex
 tSwitchingComponent.java:112)
