Fusion Mobile Expenses Erroring: Alert: Connecting To The Server Failed

Users are occasionally getting the following error when trying to upload or
 submit an expense item or report from the mobile application. These users
 have been able to submit expense items from the mobile application in the

 javax.faces.el.EvaluationException: oracle.jbo.JboException:  at
 invoke(MethodExpressionMethodBinding.java:58)  at
 org.apache.myfaces.trinidad.component.UIXComponentBase.broadcastToMethodBindin  g(UIXComponentBase.java:1494)  at
 org.apache.myfaces.trinidad.component.UIXCommand.broadcast(UIXCommand.java:183  )  at
 Enter expense report in mobile apps and get error
 mobile expense should be submitted without error
