Fusion Global HR: Cannot Retrieve Users While Trying To Create Manage Approval Transactions (Doc ID 2107522.1)

Symptoms

On : 11.1.10.0.0 version, Global Human Resources

ACTUAL BEHAVIOR
---------------
When customer searches users to add for approval rule, no data is displayed.

EXPECTED BEHAVIOR
-----------------------
Would expect to be able to search and find users to add to rule.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Navigate to Setup and Maintenance
2) Go To Manage Approval Transactions Task
3) Search the Manage Employment Rule
4) Add Users to rule
5) In Action Type LOV they choose Information Only
6) In the User LOV they choose user
7) In the Users LOV they select search, and get the search popup box.
8) When performing a search they are unsuccessful in finding users
