Territory Based Assignment is Not Working For Leads

After configuring the Territory setup for Leads, the territory assignment is not working properly
1. Log into Fusion Applications
2. Navigate to Leads
3. Create a lead with all the details like account and contact
4. Click on "reassign" option under Actions button
5. Lead is not getting assigned to any territories, but getting message stating territory assignment job is done.
