FBLdi errors uploading content to the WebCenter Content. Error "Not Enough Cryptography Available" (Doc ID 2108447.1)

Symptoms

Using FBLdi with the SOAP protocol to load files to WebCenter Content server.

Set up the connection with the proxy server specified on pages 1-6.

When running the command line it is giving the error:
