Managers Unable To See Employee Personal Information-Home Phone/Address

Managers are unable to see employees home phones and home addresses. This is true of the seeded Manager Role and Custom, and appears to be a newer development as we did not encounter this issue in testing.
Navigation: Log in as Manager > Search Direct Reports on person gallery - no home phone number returned
If Person Gallery pages are opened for the employee, manager is still unable to see this information on the employee cards, despite it being in the application and available for HR to see.
